Anson Mills, representing the U.S., rejected the decision to return the land to Mexico, and this area would remain in limbo until 1962 when the land in question was divided, with the U.S. receiving 190 acres and Mexico, 437 acres.
Mills was successful in 1905 in negotiating a treaty for the elimination of "bancos," horseshoe bends in the river that shifted water channels, often clouding international boundaries.
However, Mills was able to negotiate a treaty called "An Equitable Distribution of the Water of the Rio Grande" in 1906, which guaranteed Mexico 60,000 acre-feet of water annually from Elephant Butte Dam.

  Battle of Cook's Mills - Wikipedia, the free encyclopedia
The Battle of Cook's Mills was the last engagement between U.S. and British/Canadian armies fought in Niagara, and second-last (to the Battle of Malcolm's Mills) on the Canadian soil during the War of 1812.
General Gordon Drummond had lifted the siege of Fort Erie on November 5, 1814, and withdrew to a strong defensive position along Chippawa Creek.
Despite the victory, it became apparent that Drummond was not going to move from his defenses, and so Izard withdrew back to Fort Erie where he destroyed the fort and returned to the U.S. side of the river.

In 1908, a Regular Army post was established on the island, designated as Fort Mills, in honor of Brigadier General Samuel M. Mills, Chief of Artillery of the US Army from 1905 to 1906.
According to the war plan, these forts were supposed to be able to make a six-month stand, after which aid would presumably come from the United States.
When American military planners realized that airplanes would one day render Fort Mills obsolete, the United States was restricted from improving the fortifications by the Washington Naval Treaty of 1922.

Fort Drum was located on El Fraile Island, about 7500 yards south of Caballo Island and by virtue of its peculiar character, a static battleship in the southern approaches to Manila Bay, it was the most unique of the Harbor Defense forts.
The concept that forts could be attacked from the air would not be recognized for decades yet, and the coastal defense forts of Manila Bay, notably Corregidor, being entirely open to the skies, would suffer extensively from the air in later decades.
However, the enemy had never succeeded in bombing Fort Drum effectively from the air - in fact the japanese made very few attempts to bomb that fort either before or after Exeter's destruction so the loss of the battery was not keenly felt as it might otherwise have been.
