The earliest military establishment in the vicinity of Fort Myer were the earthbound fortifications built in 1812 along the east bank of the Potomac, where the Pentagon now stands.
Overlooking Washington, D.C., and Georgetown to the north and the Virginia countryside to the south, Fort Whipple was considered one of the strongest fortifications built to defend the Union's capital.
Today, Fort Myer is under the jurisdiction of the commanding general, U.S. Army Military District of Washington, but has its own Army Garrison commander who provides housing, service and support to thousands of soldiers, sailors and airmen working in a wide variety of agencies throughout the nation's capital.

Fort Whipple, on 256 acres, was one of the stronger fortifications built to defend the Union capital across the Potomac River.
The post was renamed Fort Myer the next year, primarily to honor the late chief signal officer, but also to eliminate confusion created by the existence of another Fort Whipple in Arizona.
The first military test flight of an aircraft was made from the Fort Myer parade ground on Sept. 9, 1908, when Orville Wright kept one of his planes in the air for a minute and 11 seconds.

Fort Greble, as part of the defensive cordon, was located four miles south of the Mall of the City of Washington (but still within the District of Columbia).
As Myer stated in his 1869 annual report, the post "is well located for the purpose for which it is occupied, on the heights overlooking the valley of the Potomac, whence ranges for near and distant practice may be had from five to thirty miles" (Scheips 1974).
The main gate for Fort Whipple (and later Fort Myer) from the 1870s to the 1940s stood at the base of Washington Avenue at the intersection of Sherman Road and Fenton Circle.

Albert James Myer, physician and founder of the United States Army Signal Corps, was born in Newburgh, New York, on September 20, 1828, the son of Henry Beekman and Eleanor (McClanahan) Myer.

Fort Myer today is a small, crescent-shaped area west of Arlington National Cemetery, which is directly across the Potomac River from the Lincoln Memorial in Washington, D.C. Many of the older buildings on Fort Myer were built between 1895 and 1908 and appear in photographs taken during the tests in 1908 and 1909.
The cemetery and the fort are both on land that originally was part of the Custis estate, the home of George Washington Parke Custis, the grandson of George Washington.
Because the parade ground at Fort Myer was small and surrounded by trees, and because the post commander thought the flights were interfering with his drilling, another location was needed.
