At the time the forts were built, neither the local inhabitants or the soldiers could imagine the impact of the lower fort on the region.
Called Fort Pleasant shortly after its completion, within a couple of years it became the military headquarters for the South Branch Valley, the seat of the county court and its vital records, and a significant location involved in the transformation of the economy from a local to a regional focus.
Fort Pleasant was probably chosen because it was the main fort in the part of the county that held the majority of the population.

After nearby Fort Pitt became a military hospital the patients were moved from Fort Clarence to a new purpose built asylum, although the prison remained with accounts of floggings being given in local newspapers.
The fort was used by the garrison artillery throughout WWI as a recruiting centre.
After the was ended the Fort became derelict, then in the mid 1960s the GPO (now British Telecom) moved in, demolishing all the barracks, filling in a substantial part of the moat and demolishing the Maidstone Road guardhouse.

Unusually action was taken on its report and the first Army Medical School was set up at Fort Pitt in Kent after Parkes' advice had been sought and taken.
Not only did he advise on its organization but, on its formation in 1860, he was invited to become the first Professor of Military Hygiene.
