Forty Licks, like Elvis' 30 #1 Hits, is a career-spanning compilation that wouldn't have happened without the unprecedented, blockbuster success of Beatles 1.
Where Elvis' set is hurt by the simple fact that there are too many damn Elvis comps on the market, the Rolling Stones benefit greatly from the fact that there has not been any set that chronicles all their recordings from the '60s through the '90s.
At first, the nonchronological order seems to be a mistake, but both discs flow well, especially since they're roughly divided thematically (the first is devoted largely to the '60s, with the rest on the second).

The Rolling Stones ~ Forty Licks
The Rolling Stones' answer to The Beatles' 1, Forty Licks has the distinction of being the first all-encompassing hits package of the band's 40-year career.
Forty Licks is, for all practical purposes, exactly what it sets out to be: a safe and sound 36-track compilation with four "new" songs to show that the Stones are still hacking away in a forward looking kind of way.
Fortunately, Forty Licks is still worth the price of admission because of everything classic and Stonesy it puts on display.

Rolling Stones - Forty Licks review
‘Forty Licks’ is 40 of the best songs from the Rolling Stones 1962 to present (forty years.
All and all, this collection does a nice job of the rather daunting task of summing up forty years in forty songs.
Disc 1 of ‘Forty Licks,’ covering 1963-1971, gives a little too much space to the Stones’ brief flirtation with psychedelica; the tracks included from that period sound more dated that anything else on the two disc set (check out “Have You Seen You Mother Baby?,” “Ruby Tuesday,” and “She’s a Rainbow”—you’ll see what I mean).

In the Sixties, they shouted and screamed and killed the king and railed at all his servants; in the Seventies, they gave it away on Seventh Avenue; in the Eighties, they did their dirty work, and they're still around today, celebrating forty years as the World's Greatest Rock and Roll Band.
For their anniversary collection, the Stones pack forty songs onto two CDs, with only a little cheating ("Beast of Burden" and "Miss You" get heavily edited to fit), and they still leave you hungry for more.

Thirty years after the release of what had been the definitive Rolling Stones anthology, HOT ROCKS, the arrival of the two-disc Stones collection FORTY LICKS seemed bound to prompt compare/contrast debates.
HOT ROCKS does have some great '60s tracks absent from the later release, but time is on the side of FORTY LICKS, which takes advantage of access to all the Stones' great post-1971 material, which is abundant, despite cynics' protests to the contrary.
Impressively, FORTY LICKS simultaneously captures the glory of the Stones' first couple of phases and puts the lie to the benighted notion that the early '70s were this hardy band's last hurrah.

FORTY LICKS is by far the recommended choice for those who only want one Stones set in their collection.
Taken as a whole, FORTY LICKS shows that the Stones absorbed a lot of influences, both inside and outside of the rock genre.
If I counted correctly, FORTY LICKS manages to include 16 of 21 tracks on the HOT ROCKS collection, 15 of 23 out of the two THROUGH THE PAST DARKLY sets, and 12 of 18 from the JUMP BACK 1971-1993 anthology...and still squeezes in 7 recent-to-new cuts.

Without delving too deeply into the problems faced by the band (addiction and personality clashes have been widely discussed), it’s amazing that they still are making good music some forty years since their inception.
