Consistent moderation reduces the need for moderation because readers know that off-topic or hostile content will be deleted and don't bother to post it.
A moderator should have deleted this, with email to the poster, explaining that nobody would see this unless posted as new (and suggesting the right forum; this one seems to have been discontinued in 2003).

A forum moderator is someone granted special powers to enforce the rules of an Internet forum (Message board or Electronic mailing list)(or, as the case may be, their personal whim; the title refers to the powers more than the intent).
However, on boards intended to be public, moderators are generally accorded additional powers to enforce forum rules and conduct administrative tasks that cannot be trusted to ordinary users (such as pinning threads—if any user were allowed to pin his or her own thread, chaos would ensue).

A moderator notices a new thread which is not in accordance with the forum rules: He moves the thread to a specified forum, where it remains for dispute reasons.

 The Basics
Moderation is an optional method that allows the Admin/Moderator to control what is posted.
When moderation is enabled, messages are not posted until approved by Admin/Moderator.   This method has the potential to cause confusion for the user since posting are not done automatically.
Note:  Selecting “Inactive” in the Forum Status will hide the forum in the lobby area.  This is useful if you want to hide old, non-pertinent forums or hide preprepared forums to be activated (made visible) in the future.

 Advanced Moderator - Feature Requests - YetAnotherForum.NET
I want the moderator to be able to manipulate the forums within a specific category but not have full admin rights such as editing users or creating categories.
They just need to be able to add and remove their own forums under the specific category that they own or are in charge of maintaining.
My problem is that this is an internal forum for a company and each category in the forum needs to be moderated by a specific group within the company and then there will be an overall moderator.

There are no moderator tools available in the chat rooms, but you can use the Admin Alert link at the bottom of the chat window to send notices to the forum administrator.

btw, danny raphael, the all-time moderator of the photo-art forums at www.retouchpro.com is hanging some of my photos in his galleries as action samples.
Sadly though, without a moderator to clean up the threads and delete all the off-topic ranting that is put here day after day, I hate to think how this forum is going to look to newcomers or visitors.

As of Feb 2004, we are not yet prepared to add moderators beyond those currently assigned.

 Forum Moderators Wanted
Having previously managed some popular forums myself, I favor a moderation style that maintains a very high signal-to-noise ratio.  Sometimes this requires being a bit heavy-handed, but I want these forums to be a powerful resource to help you grow.
Basically you check the forums at least once a day and use the built-in moderation functions to handle any problems that come up.  You’ll automatically receive an email whenever a forum member reports a problem, so in many cases you’ll be alerted to problems before you even visit the site.
Depending on how many qualified people apply to be moderators and how popular the forums become, we could have multiple moderators per forum or multiple forums per moderator.  I’ll aim to maintain a good ratio that keeps the moderation duties fairly light.  On most days moderators shouldn’t have any problems to address at all.

If you want to give the moderator reading/posting privileges in a particular topic without giving administrative privileges, you can use the Access Manager, which allows you to select particular moderators that will have reading or posting privileges in a topic.
However, since moderators themselves are never suspended, I will look into the problem you've reported to be sure that suspending a user with the same username and password will not result in the moderator being suspended when attempting to log in.
I changed the password to the same password as before and the moderator was enabled.

The poor moderators cannot be expected to keep their eyes everywhere when this stuff is running so rampant.
My position as moderator was that all abusive posts should be eliminated and people who post abusive messages on more than one occasion should be banned.
I did complain about a post and a participant, and while the moderator removed one of his abusive posts, another one was left untouched and this individual continues to post abusive comments.

You will experience moderating is a FUN thing to do in your spare time (only few minutes a day).
Forum moderator is a job without pay (work for FUN).

 Collectors Universe Forums - Just curious-- is the forum moderator position a full time job?
I assume that there must be several moderators who monitor the boards on a 24 hour basis, or maybe PCGS outsources the position to a center in India.
As I sit here in my squalid office in Calcutta, alternating between moderating the CU boards and answering the phone as a Dell technical support specialist (Is the power plug in the wall?), I will be happy to answer your question.
Most of these boards need moderator action about 1x/month and that generally has to do with booting off a pornspammer.
