The Foundation for Research on Economics and the Environment (FREE) is a Bozeman, Montana-based non-profit that promotes “free market environmentalism,” a doctrine that advocates reliance on the free market and private property rights, instead of environmental laws, to protect the environment.
FREE began offering its series of seminars for federal judges in 1992 and immediately established itself as a major player on the private seminar circuit.
FREE boasts that nearly one-third of the federal judiciary has either attended or asked to enroll in a future FREE seminar and that, in 1996, nearly 150 federal judges applied for only 54 seminar openings.

WASHINGTON -- A foundation that sponsors seminars on environmental economics for federal judges says its work is being mischaracterized by a land-use group seeking to derail the nomination of Western Pennsylvania U.S. District Judge D. Brooks Smith to the 3rd U.S. Circuit Court of Appeals.
FREE Chairman John Baden said that while his group receives corporate money, only money from tax-exempt foundations is used to conduct the seminars for judges.
Foundation supporters include the Ajax Foundation, the Chase Foundation of Virginia, the John M. Olin Foundation, the Sarah Scaife Foundation and the True Foundation.

FREE's chairman, John Baden, says no corporate representative has ever suggested FREE should alter the content of its seminars to advance corporate interests.
