Both the 82nd ABN DIV and the 101st ABN DIV were awarded the French Fourragere of the Croix de Guerre during the battle of Normandy in June 1944.
In 1958 he was in the 101st and I believe some sort of attachment was added to Presidential Unit Citation because he was already authorized to wear it as were all troopers assigned to the 101st.
In order to wear the fourragere the Croix de Guerre was awarded, but getting the Croix de Guerre did not automatically mean the wear of the fourragere was authorized it.

The 1st Battalion (Airborne), 508th Infantry, which is part of the 173rd Airborne Brigade in Vicenza, Italy, is entitled to the fourragere as successor to the 508th Parachute Infantry Regiment.
Another interesting tidbit- the Belgian Government began awarding the fourragere to the 101st and 82nd Airborne Division troops in the fall of 1945 (October for the 101st), but the citations for the two awards of the Croix de Guerre were not published until 1950.
As I stated at the beginning of the thread, award of the fourragere was given after the SECOND award of the Croix de Guerre to the unit.
