The Congress of the United States is the biennial meeting of the legislative branch of the United States federal government.
Thus, the current Congress (whose term lasts from 2005 to 2007) is known as the "109th Congress"; the previous Congress (whose term lasted from 2003 to 2005) was the "108th Congress," and so forth.
The speech is modeled on the Speech from the Throne given by the British monarch, and is mandated by the Constitution of the United States.

As representatives from nearly one third of the States were excluded from the Congress proposing the amendments, the constitutional requirement was not complied with; it was violated in letter and in spirit; and the proposing of these amendments to States which were excluded from all participation in their initiation in Congress, is a nullity.
Congress declares these local State governments to be illegal governments, and then provides that these illegal governments shall be carried on by federal officers, who are to perform the very duties on its own officers by this illegal State authority.
Congress certainly did not have the right to remove those State governments and their Legislatures under unlawful military power set up by the unconstitutional Reconstruction Acts, which had for their purpose the destruction and removal of legal State governments and the nullification of the Constitution.

The Provisions relating to citizenship and protection of "persons" were immediately necessary to empower Congress to prevent the southern states from again denying the protection of the Law, and the status of state-citizens, to those citizens of the United States who had remained loyal within, or who later entered with loyalty to, the Union.
