In the American political system, the fourth branch of government refers to the growing collective of administrative agencies that exercise power officially reserved for the "first three" branches (or not reserved at all).
Since the American Constitution specifically defines a three-branch model of governance (legislative, judicial, and executive), reference to the "fourth branch" is often a kind of rhetorical shorthand to illustrate the illegitimacy of certain types of governmental authority, and usually laden with skepticism towards whence such authority originates.
In short, to assert a "fourth branch" of government is to assert, at mildest, governmental exercise of power not sanctioned by written constitutions (whether federal or local) and, at most extreme, an American political system run amuck with lawlessness.

A fourth branch of government would have a role vaguely similar to that of the Governor General in Canada, in that it would have no active power, but would have some influence on the conduct of government.
Since it's difficult to change the makeup of the Supreme Court unless one or more of the justices resigns, the proposal was, that a fourth branch of government be established, and that it have the sole function of defining and limiting the powers of the other branches of government.
I don't recall what the characteristics of the fourth branch were supposed to be, but I presume that an elective body the size of the Senate or smaller would have been chosen to be that branch.

In this capacity, the People act as the fourth branch of government to take control and to override their decisions that violate the Fundamental Rights of the People to Life, Liberty and the Pursuit of Happiness.
When you look at the People as the fourth branch of government then it is more accurate to say that judicial corruption invokes the responsibility of the People to take whatever steps are necessary in order to bring the Judiciary into compliance with the Law.

While the other branches contain their own systems of checks and balances, the Media branch polices itself, which can be problematic at best, depending on the subject matter in question.
The vast majority of elected members of the two branches are only given access to mass media when they may be the subjects of the news, or request that access through the Media branch.
The Media branch, by their very nature, should be accountable to no one but should be governed by common sense, ethics, and self-restraint.
