Third-rate - Wikipedia, the free encyclopedia
When the rating system was first established, in the 1670s, the third rate was defined as 70 guns, with second-rates having 90 guns, and fourth-rates 54-60 guns.
This is one of six ratings (1st, 2nd, 3rd, 4th, 5th, 6th) in the rating system of the Royal Navy.
Although the rating system was only used by the Royal Navy, British authors might still use "third-rate" to speak of a French 74.

Fourth-rate - Wikipedia, the free encyclopedia
Some fourth rates did remain in active service even during the Napoleonic Wars, especially in the shallow North Sea, where the Royal Navy's main opponents were the Baltic powers and the Dutch, whose own fleet consisted mainly of 50 and 64 gun ships.
As late as 1807, fourth rates were active in combat zones, illustrated by the fatal incident between HMS Leopard, 50 guns, and the US frigate Chesapeake, 38 guns, which almost precipitated the War of 1812 five years early!
Though used largely during the Seven Years' War, by the time of the American Revolution and especially the French Revolutionary and Napoleonic Wars, the fourth rate was considered too weak to stand in the line of battle.

 Paraguay - Exchange-Rate Policy
Although the country's exchange rate was overvalued in the 1970s, it was not until the 1982 recession that the government devalued the guaraní.
In 1987 the official export rate for Aforos was g550=US$1, whereas the free-market rate was upwards of g900=US$1.
Although the government ostensibly intended to reduce the gaps among the various tiers of the exchange rate, it was reluctant to reunify the rates in fear of greatly speeding inflation.

TAP: Vol 5, Iss. 18. Self-Fulfilling Prophets. James K. Galbraith.
By "real short rates close to zero," Greenspan means the difference between a short-term interest rate such as the overnight federal funds rate, 3.0 percent on February 4, and the current rate of inflation, 1.9 percent for the three months ending January 1994.
It is merely the rate of interest which will preserve the status quo; and, in general, we have no predominant interest in the status quo as such.
If this rate is, say, 2.5 percent, and inflation is 2 percent, then such a rule would indicate a target level of 4.5 percent for nominal interest rates.

Federal Reserve Bumps Up Key Rate (washingtonpost.com)
Longer-term interest rates, while influenced by the Fed, are determined by financial markets in response to a variety of factors and have remained relatively low in recent months.
The average rate was 5.7 percent last week, compared with 5.94 percent in the same week a year ago.
Fed officials started raising the rate at their June meeting after leaving it at 1 percent for the previous year, providing an "emergency" level of economic stimulus to support a wobbly economic expansion and prevent deflation -- a damaging drop in the overall price level.

 The Ranking System for Reviews
Fourth Rate ships, although possibly belonging in the line-of-battle, were better used for heavy back-up, or flagship duties, on foreign stations or cruisings missions.
"Fourth Rate" philosophical ranking will be for those works that, in the editorial judgment of the Proceedings of the Friesian School, may make a significant contribution to the progress of philosophy on particular issues but, however, contain some major flaw or drawback.
Fifth and sixth rate philosophy, on our naval metaphor, are outside the line of battle (as ships, they are not even commanded by a Captain, just by a Commander, or even a Lieutenant Commander--like destroyers and submarines in World War II), which means that they do not make a permanent contribution to philosophy.

Solid economic gains - The Washington Times: Editorials/OP-ED
While the Commerce Department's recent revision of the annual growth rate of fourth-quarter gross domestic product (GDP) only marginally adjusted the initial estimate upward from 4 percent to 4.1 percent, the internal dynamics that generated that relatively small change were much more revealing.

Business investment in equipment and software for the fourth quarter was revised upward from 10 percent in the initial estimate to more than 15 percent in the latest data.
