 NESARA-Frequently Asked Questions about Banking
If the bank loans (creates) currency that is represented by no goods and services, then the issuing of that currency is inflationary, and robs all currency holders of their expected exchange value of that currency.
A problem with fractional reserve banking is the currency inflation pyramid effect caused by central banking, and in particular, the central bank’s authority to create funds out of thin air when backed by no goods and services.
The direct cause of currency inflation is increasing the quantity of currency in circulation faster than the amount of available goods and services increases.

Fractional currency, called "Postal Currency" on the first issues because of the perforations and stamp facsimiles applied to them, was produced longer (1862-1876) than people realize.
The perforations made the notes difficult to separate (it wasn't the same paper as postage stamps) and also was too costly and time consuming to perforate.
Fractional currency came about during the Civil War, small change [coins] was very difficult to come by due to hoarding, and people started using postage stamps as coins.

Fractional-reserve banking - Wikipedia, the free encyclopedia
In exchange, the bank receives the borrower's IOU, which is presumably worth $300, and which may or may not be backed by collateral worth at least $300.
The bank has multiplied the original $100 deposit by 4 times (see money multiplier), though we must be careful to note that the new money did not exist before the bank created it and is "backed" primarily by the IOUs it owns from all its debtors.
If, for example, all depositors wanted to withdraw their funds, the bank could theoretically accommodate them by selling the $300 IOU for 300 of its own checking account dollars, and then redeeming the remaining 100 checking account dollars for 100 paper dollars.
