 Dictionary of Canadian Biography Online
A conservative and a member of the Orange order, Francis Cornish was an alderman in London from 1858 to 1861, and was elected mayor of the city in 1861.
Cornish had a popular following but gained a reputation as the “rowdy” mayor, being charged by opponents with bigamy, assault, drunkenness, and boisterous public disputes.
On another occasion, the story goes, he kidnapped his opponent on the eve of an election, brought charges of corruption against him, and then stated that the failure of his opponent to come forward to answer the charges was tantamount to a confession of guilt.

Manitoba History: Frank Cornish - The Man
Francis Evans Cornish could be called a dandy, a political fixer and a rogue, but he epitomized the brawling and often bigoted spirit of frontier Winnipeg.
Although he had an able reputation as a lawyer, Cornish had been accused of “bigamy, assault, drunkenness and boisterous public disputes,” [1] and of padding the ballot boxes when he was elected Mayor of London.
Shortly after he arrived, Cornish started agitating amongst those “Canadian” (Ontario) immigrants who were angry that they were not entitled to vote in the Dominion elections in 1872 because they had not been in Red River long enough to fulfill the residency requirements.
