Francis Walter (May 26, 1894- May 31, 1963) was an American Congressman.
Walter is best known as the co-sponsor with Senator Pat McCarran of the McCarran-Walter Act which imposed entry quotas on immigrants and allowed the United States government to deport and bar from entry those identified as subversives, particularly members and former members of the Communist Party.
A strong anti-Communist, Walter went on to serve as chairman of the House Un-American Activites Committee from 1955 until his death in 1963.

In an early assault on discrimination in voting rights, White in 1930 almost single-handedly succeeded in influencing the Senate to reject by a 41–39 vote President Herbert Hoover's nomination of Judge John J. Parker of North Carolina for appointment to the U.S. Supreme Court.
White's writings include two fictionalized accounts of a Southern lynching: Fire in the Flint (1924) and Rope and Faggot: A Biography of Judge Lynch (1929).
(Parker was on record as being opposed to black suffrage.) At the outbreak of World War II White assisted his colleague, labour leader A. Philip Randolph, in pressing for a U.S. Fair Employment Practices Committee (June 1941) that would act to ban discrimination in government and wartime industry.
