We review Pacheco' s claim that the BOP regulations have improperly deprived him of his duly-earned good time credits with the deference that must be accorded to an agency' s interpretation of the statute it administers.
Pacheco asserts that "term of imprisonment," as used in that subsection, can only be interpreted as referring to the length of a sentence, rather than to the term served.
While arguing that his interpretation of the statute is clear from the text and supported by legislative history, Pacheco also suggests, in the alternative, that his interpretation is plausible and should be preferred to that of the BOP because of the rule of lenity.

Francisco Pacheco (1566-1626) was provincial superior and one of the most experienced of the Jesuit missionaries in Japan; his arrest was a serious loss to the Christian community struggling to survive the great persecution.
Pacheco was born in Portugal and dreamed of imitating the missionaries in Japan whose exploits he heard about as a young man. He regularly watched the Jesuit missionaries departing from the Jesuit school in Lisbon where he studied.
Pacheco became apostolic administrator of the diocese when the bishop died and then was named provincial superior of the Jesuits in 1621.

Pacheco's book happens to be one of the handiest primary sources that still mentioned in essays and biographies.

Velázquez was born in Seville on June 6, 1599, the oldest of six children; both his parents were from the minor nobility.
Between 1611 and 1617 the young Velázquez worked as an apprentice to Francisco Pacheco, a Sevillian Mannerist painter who was also the author of an important treatise, El arte de la pintura (The Art of Painting, 1649), and who became Velázquez's father-in-law.
