The Austrian-born Arthur F. Burns was the prominent and influential Chairmen of the Board of Governors of the Federal Reserve System from 1970 to 1978.
It was Burns that effectively undertook the "stop-go" monetary policy of the 1970s which later led him to be succeeded by the ferociously monetarist Paul Volcker in 1978.
Burns stayed on at Columbia and the NBER, where he counted Milton Friedman and George Stigler as his students - a remarkable coincidence given that although both of them retained an apparently deep affection for their old professor, their sometimes vituperative criticisms of the Federal Reserve in the 1970s were very much directed at Burns.

H-Net Review: Joan Waugh on The Trials of Anthony Burns: Freedom and Slavery in Emerson's ...   (Site not responding. Last check: 2007-11-03)
According to von Frank, the Burns trial sparked a "pocket revolution" that not only created a much more favorable reception to the ideology of abolitionism and a widespread embrace of its milder form, political antislavery, but also led to the final disintegration of the Whig party.
And as von Frank notes, both the anti-immigrant party and the Republican Party that replaced it were built on well-articulated fears of a southern conspiracy to nationalize slavery as well as fears about Irish immigration.
Anthony Burns, the runaway slave whose self-emancipation was the cause of all the controversy, and the tiny but influential Boston African-American community play a somewhat muted role in von Frank's account, as they did in the unfolding of the 1854 drama.
