Frank Duff Moores (February 18, 1933 - July 10, 2005) was a Canadian politician and businessman who served as Newfoundland and Labrador's second Premier (1972-1979).
Andrew's College (Aurora, Ontario), Moores was first elected in 1968 to the House of Commons as a Progressive Conservative.
In 1970, he became leader of the provincial Progressive Conservative Party of Newfoundland and Labrador and was asked to form a government in January 1972, several months following the October 1971 election that resulted in a near tie between Joey Smallwood's Liberals and the Tories.

Born in Whitbourne, Newfoundland, Peckford first won election to the House of Assembly in 1972 as a Progressive Conservative.
In 1974 he became minister of municipal affairs and housing in the cabinet of Premier Frank D. Moores subsequently serving as minister of mines and energy and argued with the federal government over the ownership of the offshore Hibernia oil fields.
In 1979 he won the party leadership succeeding Moores as Premier leading his party to re-election in 1979 and 1982, largely on the issue of wresting control over natural resources from the federal government.Peckford clashed with Prime Minister Pierre Trudeau during the debates on the Canadian constitution arguing for more provincial rights.

I was only 7 seven years old during the two elections that finally allowed Moores to form an effective government but even I understood we had reached a milestone.
His first big speech was at Memorial University just after he crossed the floor to join the Liberals (he did that because Moores wisely did not allow him to be a cabinet minister).

In 1972 the Liberal party lost control, and a new government under Premier Frank Duff Moores was formed by the Progressive Conservative party, the first such administration in the history of the province.
The Moores government was more conservative in economic matters than its predecessor, concerning itself with the preservation of the province's fishing industry and other natural resources.
When Moores resigned, in 1979, he was succeeded by A. Brian Peckford, another Progressive Conservative, who later that year won his own mandate; he was reelected in 1983 and 1985.
