Moss noted an important objective in improving security is strengthening the capability to certify travelers' identities at ports of entry (POE).
According to Moss, biometrics such as digital, inkless finger-scans and digital photographs enable officials to determine whether a traveler applying for entry is the same person who was issued the passport or visa.
I am Frank Moss, the Deputy Assistant Secretary for Passport Services at the Department of State, and it is a privilege to appear before you this morning regarding the efforts of the Department of State to prevent the use of lost or stolen passports by terrorists, criminals, and others who wish to do us harm.

The two contracts affecting Camden County include one for demonstration firings of 260-inch solid fuel motors and another for demonstration firings of a 156-inch motor with a three million pound thrust both to be assembled and tested at the new Thiokol plant in Camden now under construction.
Although no notice was given of the eventual use of the large motors, Moss commented: "It is expected that such motors will be used for deep space probes beyond the moon in firings that will take place perhaps a decade hence.
Moss said the new program calling for solid propellants is of the "greatest significance" because space probes used by NASA previously have all been powered by liquid fuels.

The U.S. government will consider adding biometrics in the future, Moss said, but he added that several countries expressed privacy concerns over the use of fingerprints.
Moss said adding fingerprinting stations at passport application offices would be a serious logistical burden, with roughly 8 million new or replacement passports issued each year.

FRANK E. A moderate Democrat, though personally more liberal than his constituents, Frank E. "Ted" Moss was a three-term U.S. Senator who served from 1959 to 1977.
He was born in Holladay, a suburb of Salt Lake City, on 23 September 1911, the youngest of seven children of James E. Moss, a well-known secondary-school educator, and Maude Nixon Moss.
Moss was elected to a second term in 1964, soundly defeating with 57 percent of the vote Brigham Young University President Ernest L. Wilkinson, a conservative Republican, in a bitter campaign.

Bracken Lee took the opportunity to oppose Watkins for the nomination in the 1958 senatorial election.
Though Watkins won the Republican primary, Lee ran as an independent in the general election, splitting the Republican vote and allowing Democrat Frank E. Moss to win the seat.
Lee went on to a long career as mayor of Salt Lake City; Moss served three terms, losing to Orrin Hatch in 1976.
