Dobson was born in York and attended the London School of Economics where he studied economics.
Dobson was manoeuvred by the Labour Party leadership into announcing his resignation in order to stand as Mayor of London in the inaugural elections.

In his interview the mayor also predicted that despite his long-running criticisms of Gordon Brown, Mr Livingstone would nevertheless succeed in winning more funding for London from the Treasury because the chancellor needed to win over the south of England in order to become prime minister.
