Frank Harris was a young man who returned home in 1945 to Nevada from serving the Allied Powers and the United States Armed Forces in World War II.
Harris initially turned to a life of crime, but eventually becomes the head of Cool World's Police Department, and upholds the most important law in Cool World- humans (or Noids) and doodles (or toons) must never have sexual relations with each other.
Harris never ages or dies while in Cool World, and in 1992, after nearly half a century, is as youthful and healthy and physically fit as he was just before enetering the Cool World.

Frank Harris begins his biography with Dr. Wilde’s trial, even though Oscar Wilde, according to Belford’s, had already been born.  It was obviously a very important, very exciting event to the people of his day.  In using it as an introduction, Harris perhaps hoped to excite his readers.  He begins:
 Harris writes about the trial with suspense, using a lot of dialogue and providing details of the scene.  He describes reaction to testimony by citizens who packed the courtroom to watch.
Belford has provided a brief, objective mention of the trial.  This, as well as her objective treatment of Wilde’s homosexuality, helps to adapt Oscar Wilde’s life for a modern audience.  Belford’s Wilde, though criticized by his peers, is a man whose life and lifestyle are exempt from further scrutiny.
