Howard is a Southern man, and a believer in the ‘lost cause,’ but he ought to have kept pace with the progress of events sufficiently to comprehend that the doctrine of State Rights has been dead and buried at least thirteen years, and that there is neither sagacity nor utility in attempting to resurrect it.

This is not to say that Representative Frank can say or do as he pleases, rather that Representative Frank does not have to aim to please certain groups of voters or politicians when he speaks.
By being open and direct with his ideas and views, Representative Barney Frank presented a logical and just argument in defense of the President and was able to argue and present views that many politicians could not, largely due to their conscious efforts to preserve their political reputations and careers.

Howard Dean, chairman of the Democratic National Party, said yesterday that the US House majority leader, Tom DeLay, "ought to go back to Houston where he can serve his jail sentence," referring to allegations of unethical conduct against the Republican leader.
Meanwhile, Barney Frank, one of the very most left-wing members of the House of Representatives, had to deliver the dose of sanity:
These ethics allegations are not a matter of "everyone does it, therefore it's okay." They aren't a matter of "business as usual." The innuendoes, thus far, at least, are just plain bogus, part of a calculated and well-monied effort to take down an effective conservative leader.

Howard Dean's career as a politician often has been defined by his bluntness.

Barney Frank, D-Mass., has criticized Dean for stating that Republican House Majority Leader Tom DeLay of Texas should be in prison for alleged links to fundraising scandals that surround his office.

Josh Frank: Howard Dean's Constitutional Hang-up
In a 1997 interview with the Vermont News Bureau, Howard Dean admitted his desire to expedite the judicial process by using such justices to "quickly convict guilty criminals." He wanted individuals that would deem "common sense more important than legal technicalities." Constitutional protections (legal technicalities) apparently undermine Dean's yearning for speedy trials.
These are not the only examples of Howard Dean's intentions to subdue the Bill of Rights.
A "technicality" to Dean must be synonymous with "Constitutional hang-up." In the case Dean presented to Russert, a man walked free, but should have been put to death instead of challenging his unconstitutional conviction.
