Hsieh said immediately after the Dec. 3 local government elections, which saw the ruling Democratic Progressive Party (DPP) suffer a crushing defeat, he twice offered to step down to accept political responsibility, but Chen asked him to stay on for a while longer before a new lineup was formed.

Hsieh said he had to keep silent during the "negotiation process" over the past month, giving the false impression he was trying to hang on to the post as long as possible, which was contrary to the fact.

Hsieh knows this and is more interested in the elections back at home in 高雄 Kaohsiung (Gaoxiong), where he’s bucking the party yet again.
Hsieh spent less than a year in the premiership because he wasn’t able to own the role of hatchet-man for Chen, and yet also didn’t have the backbone to stand up the overbearing president.
Clearly Hsieh doesn’t know what to do with himself; his political instincts tell him that he should stay the hell out of the race, but his masochistic side wants him to be a martyr and take one for the party.

Until about a month ago, the incumbent Mayor of Kaohsiung, Frank Hsieh, looked like a shoo-in because the city was a stronghold of pro-independence sentiments in the self-ruled island.
Hsieh, an eloquent lawyer and former DPP chairman, was leading the Kuomintang (KMT) candidate, former vice-mayor Huang Jun-ying, by more than ten percentage points in opinion polls.
This was partly due to the fact that the incumbent KMT mayor of Taipei, the photogenic Ma Ying-jeou, is expected to give challenger, the DPP's Lee Ying-yuan, a sound drubbing on election night.
