Frank Rizzo, the heavy-handed police commissioner of Philadelphia, Pa., who later served as the city's mayor for two consecutive terms, gained national notoriety when he and a number of high-ranking city and police official were charged by the United States Department of Justice with either committing or condoning acts of police brutatlity.
Rizzo claimed that severe law enforcement methods were necessary in a time of rising crime rates, but by 1979, the courts had to decide whether the city of Philadelphia, in its zeal for law and order, had violated the rights of its citizens.
Rizzo was in the process of staging another bid for the office mayor when he was struck down by an apparent heart attack and died on July 16, 1991.

Electronic Journal of Boundary Elements - Vol. 1, No. 1 (2003)
To say that Frank Rizzo played an important role in the development of what he referred to as “boundary integral equations” would not give much credit to where much credit is due.
A nontrivial contribution of Frank’s original work was to not only to achieve the singular integral equation formulation, but also the systematic methodology of reducing the elegant integral equation formulation to well conditioned, linear algebraic equations by proper analytical integration of the singular terms.
With Frank’s hard work and the recognition of its elegance and potential by several of his early disciples, the integral equation method blossomed into a powerful and practical computational methodology that would eventually be called “boundary elements”.
