During the 1930s, after a lengthy period of training, Rowlett and his colleagues compiled codes and ciphers for use by the U.S. Army and began solving a number of foreign, notably Japanese, systems.

Rowlett was the last surviving member of three original junior cryptanalysts hired by William F. Friedman in 1930, as staff for the Signal Intelligence Service (SIS), the newly formed Army Signal Corps’ cryptologic organization.
Rowlett joined the SIS when it was less than a month old and consisted of three persons: Friedman, the SIS director, widely known as one of the world’s leading authorities on cryptology; an Army captain; and a secretary.
Rowlett served as technical director for operations in AFSA, and in 1952, he transferred to CIA, where for five years he was a senior staff officer and advisor to the DCI.

Frank Byron Rowlett, one of the foursome who started the Signal Intelligence Service of the United States Army in 1930, died on Monday at the Wilson Health Care Center in Gaithersburg, Md. He was 90 and moved to the center last year from a retirement home in Sarasota, Fla.
Frank Rowlett was born in Rose Hill, Va., and graduated in 1929 from Emory and Henry College.
Rowlett is survived by a son, Thomas M., of Frederick, Md., four grandchildren and three great-grandchildren.

Rowlett appears as a notable figure in David Kahn's definitive work THE CODEBREAKERS (recently republished with an additional chapter to update developments since the first publication.) After WWII, Frank B Rowlett stayed in the field of cryptology, going to the National Security Agency.
Since the end of the Cold War, it has been revealed the Frank Rowlett was a major contributor to the 'VENONA' decrypts, which revealed much about Soviet Espionage in the United States in late WWII and through the end of the 1940's.

During the early 1990's, I read a book that I checked out of a public library in Northern Virginia, either in Sterling Park or Annandale, I don't remember which, about Frank Rowlett and his group of cryptoanalysts.
The book was titled something like "The Cryptoanalysts" or "The Code Breakers", and it concentrated upon the establishment and accomplishments of the cryptoanalysis department with Rowlett as its central figure, as I recall.
