I also don't like the fact that they changed the storyline and made his father the one to turn Bruce into The Hulk and not have it an experiment gone wrong that he did to himself that he needs to find the cure for.
But getting back to the original point of this string, yes, Hulk is a monster, but like someone else alluded to, he represents the "Hyde" in all of us.

The film contains numerous homages to the Universal Studios horror films of the 1930s and 1940s, particularly those featuring Dracula, Frankensteins Monster, and the Wolf Man. A poem/legend specifically written for the The Wolf Man is quoted verbatim in this film.
Although this film is an homage to the Universal monster series, it breaks a cardinal rule by referring to Frankensteins Monster directly by the name Frankenstein, although in the context of this film, The Monster clearly considers himself to be Frankensteins son.
This difference is further borne out in an additional scene in the films tie-in novel, in which the Monster specifically tells Van Helsing to call him Frankenstein.

 SPACE.com -- Movie Review -- Van Helsing
In VAN HELSING, writer/director Stephen Sommers is to be commended on finding a way to weave together a mythology in which Dracula, Frankensteins Monster and the Wolfman (several Wolfmen, actually) all have an integral connection.
Moreover, the film has a great cast, lots of lively action and mostly cool visuals (although a CGI sequence near the start is on the unfortunate side).
However, its as though most of the inspirational juice got used up in constructing the story, so that theres not much left when it comes time to bring the creature to life, so to speak.
