Wagenbach, who was a former president of the Virginia Fire Chiefs Association and the Virginia Civil Defense Association and who was serving as historian of the Virginia Emergency Management Agency, died Saturday in a Norfolk hospital.
When he was first named the city's chief of emergency services, he was also a Franklin building official, though he later focused his efforts on emergency services as the city grew.
