James was accompanied by his attorney, yesterday afternoon, when he surrendered at the Franklin County Sheriff's office, in Russellville, Alabama.
  The warrant for James arrest was based on evidence presented by the Franklin County, District Attorney and the Alabama Securities Commission to a Franklin County Grand Jury in May.   James is charged on one count of Theft of Property 1st Degree and six counts of Felony Securities Violations.

Colbert County is a beautiful area with a deep history dating back to the Cherokee and Chickasaw Indians and the early French traders around 1715.
The split from Franklin County was also due in part to population concentrations; most of Franklin County's population lived in the northern part, and it was very inconvenient to travel twenty miles to the county seat.
Colbert County was created on 6 February 1867, but was abolished eight months later by the radical constitutional convention.
