The northern counties, particularly those north of a line between Green Bay and Minnesota's Twin Cities, had generally the highest rates in the state as would be expected this time of the year.
The highest unemployment rate in the state was once again Juneau County, at 13.4 percent, followed closely by Ashland and Menominee at 12.3 percent and Rusk County at 12.1 percent.
The greatest improvement in the state was registered in Pepin County, where the rate was 11.2 percent in February and 9.5 percent in March.

He was married at Ashfield, Franklin County, Mass., June 26, 1839 to Miss Elizabeth, daughter of Lewis and Susannah (Hooper) Chamberlin, a native of Stockbridge, Mass., born Aug. 11, 1820.
Y., in 1831, and came to Wisconsin in 1844 and located on a farm in the town of Ixonia, Jefferson Co., which was his home till 1853 or ’54, when he removed to the town of Ashippun, Dodge Co., and engaged in farming there till 1874, when he came to Oconomowoc,.
His second marriage was in 1859, to Sarah A. Halverson, a native of Norway, and came to Wisconsin in 1849; their children are Isabella A., now in Evanston, Ill. Nicholas H.; Paulina F.; Nelson I. and Betsy A. Two of his sons are members of the Lutheran Church, the rest attend the Methodist.

Under the name Charles Gustafson he was appointed by Wisconsin Governor Randall as a Captain in the Wisconsin Militia on October 21, 1861, with rank from that same date.
On January 14, 1862, the men of the 15th Wisconsin were issued Belgian rifled muskets.
After his war service Charles Gustafson returned to Manitowoc, where he was appointed Provost Marshal for Kewaunee County and then elected as County Supervisor for 2 terms and Under Sheriff for one.
