The Bostwick Division is in south-central Nebraska and north-central Kansas.
The Franklin Unit is served by the Franklin and Naponee Canals, which divert directly from Harlan County Dam, and by the Franklin South Side Pump Canal, which receives water directly from the river through a pumping plant 17 miles downstream from the dam.
The Franklin, Naponee, Franklin Pump, and Superior Canals, with associated laterals and drains, and the laterals from the Courtland Canal in Nebraska, are operated and maintained by the Bostwick Irrigation District in Nebraska.

Franklin County is in the southern tier of the counties of the State, and 175 miles west from the Missouri River.
The first post office in the county was established at Franklin during May, 1871; J. Perry was appointed Postmaster, and a postal route was established between Franklin and Kearney Junction.
The first child born in the county was Franklin Durand, born October 1, 1871; the next birth in the county was Maude Peery, born during the same month in 1871; she still resides with her parents on the old homestead, where she was born.

 CASDE | Upland -- Franklin County
Upland, located in northern Franklin County between Campbell and Hildreth, is higher in elevation than either town, hence its name "Upland." In 1894 it was the last village in the county to be formally incorporated.
News was printed in the "Upland Eagle" from the late 1800s until it was purchased by the "Franklin County Sentinel" in 1940.
Windmills provided water for the townspeople until an underground cistern was dug and a large tank installed in the building that houses the pump, local jail, and city hall.

The state designed the structure in 1932 and hired the Koehler Construction Company of Lincoln to build it.
When a devastating flood swept away one truss and one approach span in 1935, the bureau replaced the lost truss with one of identical design fabricated by the Omaha Structural Steel Works and constructed two new approach spans on the south and three on the north.
Unaltered since then, the Franklin Bridge is technologically noteworthy as one of two remaining examples in the state of this formative engineering exercise.
