Franklin County is situated in the triangle of land formed by the confluence of the Snake and Columbia Rivers in eastern Washington with the county seat continuously located at Pasco.
The office of County Assessor was created by the Territorial Assembly in 1854, and though abolished in some counties in 1925, was restored to all counties by the State Legislature in 1937.
The Franklin County Board of County Commissioners ordered a census taken in August of 1943 for the protection, preservation, and knowledge of Franklin County and the City of Pasco.

 Evidence of the Flood in Franklin County
As I travel from place to place in Franklin County, I often marvel at the variety of geological features I see: deep canyons and coulees, gravel mounds, a beautiful waterfall, basalt rock outcroppings, river valleys, and flat, fertile farmlands.
In this report, I would like to describe some of the unusual features found in Franklin County, look at the currently accepted theory of their origins, and then briefly evaluate that geological theory in light of the evidence available.
The Juniper Dunes northeast of Pasco are sand dunes, caused by the gradual movement of wind-blown sand.
