Rock-fill dams are embankments of loose rock with either a watertight upstream face of concrete slabs or timber or a watertight core.
Earth dams, also called earthen and earth-fill dams, are constructed as a simple homogeneous embankment of well-compacted earth, sometimes with a watertight concrete or clay core or upstream face, or sometimes with a hydraulic fill to produce a watertight core.
In a constant-angle dam, also known as a variable radius dam, this subtended angle is kept a constant and the variation in distance between the abutments at various levels are taken care of by varying the radii.

The Franklin Dam or Gordon-below-Franklin Dam project was a proposed dam on the Gordon River in Tasmania, Australia, for the purposes of hydroelectricity.
Over the five years between the announcement of the dam proposal in 1978 and the axing of the plans in 1983, there was vigorous debate between the pro-and-anti-dam lobbies, with large protests from both sides.

The Franklin River itself has become synonymous with Australia's largest conservation battle - the battle to save the Franklin from a proposed hydro-electric power scheme, the Franklin Dam.
The Franklin Dam project was eventually stopped after a ruling of the High Court of Australia, preventing the flooding of the Franklin River.
The focus on the dam and the issues of wilderness experience led to the development of people utilising the river at levels never previously experienced.

Irrigation water is pumped from Franklin D. Roosevelt Lake by the Grand Coulee Pump-Generating Plant, adjacent to the reservoir at the left abutment of the dam.
The original dam was modified for the Third Powerplant by construction of a 1,170-foot-long, 201-foot-high forebay dam along the right abutment approximately parallel to the river and at an angle of 64 degrees to the axis of Grand Coulee Dam.
It was proposed that a high dam be built on the Columbia River at the head of the upper Grand Coulee, a unique geological feature in the ancient riverbed of the Columbia, formed when the original channel was blocked by glaciers during one of the Ice Ages.

The Army Corps of Engineers performed a Dam Failure Analysis on the existing dam in 1988 and the study revealed that the dam was undersized and posed a hazard to structures downstream.
The Franklin Dam was declared abandoned and in unsafe condition by the DNR on Feb. 9, 2000.
The purpose of this project is to remove the Franklin Dam on the Sheboygan River, stabilize exposed sediment flats, and revegetate the streambanks of the former impoundment.

 The Wilderness Society - History of the Franklin River Campaign 1976-83
The genesis of the Franklin Campaign was the campaign to save Lake Pedder (1966-1973), a campaign which was lost with the inundation of Lake Pedder in 1973.
The main proponent of the dam was the HEC, Tasmania's electricity, planning and dam building authority, which had enormous political power and a budget larger than the state government.
The Society ran a strong 'vote for the Franklin' Campaign, involving full colour ads in the Sydney Morning Herald and The Age, and letterboxing hundreds of thousands of leaflets urging a vote for the ALP in the House of Representatives and the Democrats in the Senate.

There had been a massive turnaround in community attitudes since the proposal to dam the Franklin had first been made, when 70% had been in favour of it.
The campaign to save the Franklin opened up people's eyes to many things, perhaps most significantly the fact that the government will try to pursue its own agenda (which often appears remarkably similar to that of industry and big business) even if this goes against the wishes of the majority.

On November 2, 1981, the Seattle district of the Army Corps of Engineers announces that it is abandoning plans for the proposed Ben Franklin Dam near Pasco, citing overwhelming public opposition to a project that would have flooded the last free-flowing stretch of the Columbia River.
Not until the 1960s, with the completion of the John Day Dam in southwestern Washington, did the Corps begin preliminary studies for construction of what was to be called the Ben Franklin Dam.
The dam would have generated 3.8 billion kilowatt hours of electricity annually -- equal to eight million barrels of oil -- and it would have opened the upper Columbia to navigation, turning Wenatchee into a port city.
