James Patterson, the Minister of Railways said he was tired of the political wrangling about the nature of the railway extensions and would have preferred that the routes be described on the basis of parishes traversed, rather than detailing them from allotment to allotment.
During the first reading of the Railway Construction Bill in October 1880, attention was drawn to costs of construction and the desire of the politicians to avoid the earlier situation where landowners extracted exorbitant prices for land resumed by the government for the rail lines.
The railway line, as constructed to Mordialloc, proceeded in a reasonably straight line south from Caulfield until it reached South Brighton (Moorabbin) where it darted across Point Nepean Road and tracked on the western side of that road until it reached close to Mordialloc when it resumed it eastern orientation.

When Victorian Railways found that its 5 feet 3 inches gauge was not suitable for sparsely populated hill areas, it constructed four railways to a 2 feet 6 inches narrow gauge, a gauge not used elsewhere in Australia and one which confused the railway compatibility situation even further.
In 1965, the line was extended to Emerald and in 1975 it reached Lakeside, where it seemed that the restoration efforts would end.
It is a typically rural line which travels across the peninsula from its inner west coast to its outer east coast.

Various sections of the track opened between 1859 and 1857, and in May, 1919, the whole line was electrified.
The line consists of dual tracks all the way from Sandringham station to the beginning of South Yarra station where it runs alongside the Frankston, Cranbourne and Pakenham lines into Flinders Street.
The line has a total of 11 level crossings between South Yarra and Sandringham, one of which (New St.) is among the last remaining manually operated in Melbourne.
