Portsmouth Football Club had intended to implement their redevelopment plans to convert Fratton Park to a 19,000 all-seater stadium during 1996; the main proposals being to raise the pitch, construct new all-seater stands at the Fratton and Milton Ends and to convert the existing South and North Terraces to all-seater.
The Club were informed that the General Safety Certificate for Fratton Park which presently allows a capacity of over 26,000 would need to be amended in the first instance by the County Council to reflect the seated capacity of the North and South Stands only.
They noted that the West Terrace at Fratton Park was to remain vacant as it is anticipated that redevelopment of this area of the stadium will be undertaken during the season.
