Eaton and Mulholland had a vision of a Los Angeles that would become far bigger than the Los Angeles of the turn of the century.
Eaton and Mulholland realized that the Owens Valley had a large amount of runoff from the Sierra Nevada, and a gravity-fed aqueduct could deliver the Owens water to Los Angeles.

Fred Eaton (1856-March 11, 1934) was Mayor of Los Angeles, California, USA from 1898 through 1900.
In 1875, Eaton became head of the Los Angeles City Water Company, where he hired Mulholland as a ditch-digger in 1878.
Eaton used inside information from the Aqueduct project to enrich himself and his friends at the expense of the City of Los Angeles and other landowners.

As a real estate speculator aver for Los Angeles, clearing the way for William Mulholland to bring the river's water to thend former Los Angeles Mayor, Fred Eaton was the mastermind who acquired the Owens Riir booming city.
Elected Mayor in 1898, Eaton created the Los Angeles Department of Water and Power, and, together with his friend and former employee William Mulholland, advanced the idea of building a gravity-fed aqueduct from the Owens Valley to Los Angeles.
Eaton pulled strings in California and even traveled to Washington to meet with advisers to the conservation-minded President Theodore Roosevelt and convince them that the Owens River would yield a greater bounty flowing from Los Angeles faucets than into Owens Valley orchards and fields.

The local agent of the Reclamation Service was a political crony of Eaton's, and he allowed his friend to examine critical land and water rights documents on the pretense that it was necessary for the orderly advancement of the Owens Valley project.

Fred Eaton had not then begun to think of power development but was seeking instead absolute control of Los Angeles' new water supply.
Eaton withdrew only after extracting an exhorbitant ransom from the City and even then he continued to undermine the project for years afterward.

Fred Eaton had been interested in the water available in the San Fernando Valley even before his interest in the Owens Valley.
My father Harold once told me that whenever he visited girl friends in the valley he had been instructed to measure the water levels in the wells at the ranches he was visiting and so report them to his father.
It was also my father's version that Griffith had been urged by Fred Eaton to donate the land to the city not so much in his mind as a park but because the land represented the last major riparian right to the water in Los Angeles River (most of which apparently ran underground).
