Carter was a supporter of Canadian confederation having been a delegate to the 1864 Quebec conference.
In 1878 Carter was appointed Chief Justice succeeding Sir Hugh Hoyles.

Born into one of Newfoundland's most distinguished families, Carter was educated in St John's and in London, England, and was called to the Newfoundland Bar in 1842.
Carter's government ran for reelection in 1869 on a platform that promised to bring Newfoundland into Canadian CONFEDERATION and was badly defeated.
Carter retired as prime minister in 1878 and was appointed to the Newfoundland Supreme Court.

Frederick Bowker T. Carter was a home-grown Newfoundlander, born in St. John's, February 12, 1819, educated in her schools, and admitted to her courts in 1842.
When, on different occasions, the colonial economy broke down, Carter was given wide administrative powers by the imperial government to pull the colony out of its difficulties.
Carter accepted leadership in negotiating a settlement of these disputes and was highly regarded for his efforts on behalf of the people.

Wesley Alan Carter, 31, of the 100 block of Faye Street, allegedly started the May 26 chase after he was approached by the Winchester Police Department’s third shift supervisor, Lt. Tim Rice, in the area of North Braddock Street and Fairfax Lane.
After Carter was taken to the medical center, Rice said he searched Carter’s car and found a smoking pipe device, a ring of keys, and two tire irons.
At this point in Rice’s testimony, Carter’s attorney, Robert J. Harris, objected to it’s continuance, stating that the events on Brooke Road occurred in the county, and Carter is scheduled to appear Aug. 31 in Frederick County Circuit Court on related charges.

John Northwood became "artist manager" in 1882 and the company produced several innovative and beautiful types of coloured glass, as well as their traditional cut and engraved crystal.
