Innes, an able man of moderate views, was an excellent treasurer.
When he first took office the finances of the colony were in a very serious condition, and he carried a heavy burden during his five and a half years of office.
But neither parliament nor people were prepared to face the extra taxation involved, though Innes put the position quite clearly in his financial statement made early in 1862.

INNES, FREDERICK FORREST (1892-1962), actuary, was born on 23 May 1892 in Hobart, son of Robert Russell Innes, civil servant, and his wife Mary Augusta, née Forrest.
Innes advised a number of institutions, including the State Superannuation Board; he and Hubert Vaughan conducted quinquennial valuations of its fund.
Between 1925 and 1943 Innes served for more than ten years on the committee of the Actuarial Society of Australasia (president 1937) and was president (1940) of the Insurance Institute of New South Wales.

Originally constituted as the GAR Post Band, it performed early municipally funded concerts throughout the 1870s and 80s, changing its name to the Denver Municipal Band in 1891 when it began its continuous history of Denver Municipal Funding.
During the early years of the century, it toured the St. Louis and San Francisco expositions and was conducted by major bandsmen including Frederick Innes, trombone soloist for Sousa, and the renowned solo cornetist, Hermann Bellstedt, Jr.
Older examples include manuscripts of Bellstedt, Innes, and Sachs, while contemporary editions include works of Normand Lockwood, Max Di Julio, Samuel Lancaster and Jean Berger.

Although performances with the Gilmore Band of virtuoso trombone compositions such as his Phenomenal Polka established Frederick Innes (1854-1926) as the equal of cornetist Jules Levy, he never recorded even with his own band, believing that limitations of the medium distorted musical realities too greatly.
In fact, many compositions recorded during this period had to be truncated to fit time limits, while the medium's physical constraints forced reductions in ensemble size to numbers far from ideal.
