Sir Frederick Wilfrid Scott Stokes invented an innovative design which was light and portable.
The Stokes mortar was muzzle loaded and fired a 3 or 4 inch diameter un-stabilized cylindrical projectile from a smooth-bore barrel attached to a base-plate.
The barrel was supported by a bipod assembly with a screw adjustment for elevating and transversing the muzzle.

This dismay was expressed in an article in the Rambler for January 1859 by Scott Nasmyth Stokes, one of the Catholic inspectors of schools and "undoubtedly the principal authority on the subject in the Catholic body" (Butler, I, 310).
Stokes urged the bishops to reconsider their policies, and recapitulated his arguments in favour of co-operating with the Commission.
Stokes had maintained that he was not challenging the bishops' decision, but rather that no final decision had been made, and that he was merely offering them advice before they committed themselves.
