	Free World Dialup - Wikipedia, the free encyclopedia
		Free World Dialup (FWD) is a non-commercial Voice over IP network run by Pulver.com and founded by Jeff Pulver, Brandon Lucas, and Izak Jenie.
		For example, it is currently possible to make calls from Free World Dialup to toll-free numbers in the United States and certain other countries, and to receive calls from the PSTN via gateway numbers in some cities.
		As of a ruling by the Federal Communications Commission on February 12, 2004, FWD is considered by the Wireline Competiton Bureau to be neither telecommunications nor a telecommunications service, but an information service.
