Put another way, a free software license is a license which grants permissions to the recipient to remove any ownership issues which would otherwise prevent the software from being free software.

As applied to software, this is not a free software license because it requires all users in whatever country to obey US export control laws.
Likewise, if you use this license without either of the options to make your manual free, someone else might decide to imitate you, then change his or her mind about the options thinking that that is just a detail; the result would be that his or her manual is non-free.

The license needs to be adapted to a world in which e-commerce firms like Amazon.com have patented 'one click ordering' which prevents software makers from freely using such a feature in their programs, said the president of the Free Software Foundation Europe, Georg Greve.
The idea is that if someone uses software patents against free software, that company or person loses the right to distribute that particular program and use it in their product, he added.
