It is the historical precursor to the present-day Free State Province.

Irish Free State - Wikipedia, the free encyclopedia
The Irish Free State (Irish: Saorstát Éireann) was (1922–1937) the name of the state comprising the 26 of Ireland's 32 counties which were separated from the United Kingdom of Great Britain and Ireland under the Irish Free State Agreement (or Anglo-Irish Treaty) signed by British and Irish Republic representatives in London on December 6, 1921.
The Treaty provided for an all-Ireland thirty-two county state, subject to the proviso that the six Northern Ireland counties, which had their own government under the Government of Ireland Act 1920, could formally opt out of the Free State, which they duly did.
The Irish Free State made several steps on increasing its independence including coin and banknote issue from late 1928, this is a farthing coin from 1936 showing the obverse.

However no international state recognised the validity of the Irish Republic, nor was it accepted by the overwhelming mass of Irish people.
The structures of the new Free State were laid out in the Treaty and in the Constitution of the Irish Free State Act.
A tiny minority of Irish people, usually attached to small parties like Sinn Féin and Republican Sinn Féin, denied the right of the twenty-six county state to use the name 'republic', continually referring to the twenty-six county state as the 'Free State', its citizens 'Free Staters' and its government the "Free State" or "Dublin" Government.

Free State Project cheers one of its own in Winters - The Boston Globe
Winters ran as a Democrat, not a Libertarian, and freely acknowledges that he was helped by the Democratic tidal wave that shut Republicans out of major offices and turned the Legislature over to Democratic control.
The Free State Project chose New Hampshire as its laboratory in 2003, believing that the state's flinty individualism would jibe with its efforts to reduce the size of government, eliminate taxes, privatize schools, and minimize privacy intrusions.
Told of Winters's connection to the Free State Project, Arrington, a Republican who voted Democrat this cycle, said he was doubly pleased with his choice.

It’s been two years since members of the Free State Project chose New Hampshire to be the “Free State.” All the prophesy in anticipation of their migration—that a massive influx of outsiders would invade the state, change the laws and “take over” New Hampshire—has not come to pass.
The Free State Project, a concept coined by Jason Sorens in 2001 to jumpstart libertarian activism, has not turned out to be quite the political force that everyone hoped (or feared) it would be, at least not in ways visible to the naked eye.
Some Free State candidates are fearful their status as Free Staters will distract voters from issues within the campaign or give opponents a way to paint them as outsiders.

Preemptive State Smoke-Free Indoor Air Laws --- United States, 1999--2004
States were coded as having preemption if they had a law indicating that local jurisdictions were prevented from enacting smoking restrictions that were more stringent than or different from state law by virtue of a provision that preempts local ordinances in all settings or a location-specific preemptive provision (e.g., one only applying to government worksites).
States without such preemptive provisions may set minimum requirements and, therefore, allow the continued passage and enforcement of local ordinances that can establish a greater level of protection of public health.
The tracking of state legislative data is an important form of public health surveillance, and the STATE System is a well-established example of tracking and reporting on laws with a public health impact.

As a State Rep, Joel now has the ability to submit bills to the Legislature, to argue bills on the House floor, to amend bills, and -- critically -- to pull any bill off of the "consent calendar", thereby requiring the legislature to consider and vote on the bill specifically.
Despite the fact that the state's most "socially progressive" newspaper, the Concord Monitor, came out in opposition to the amendment, the measure passed the popular vote with a landslide 85.5% of voters voting in favor of the amendment.
But the fact is, a major reason why the Democrats were able to score victories in this state, was the fact that much of their leadership (including the Governor) took a well-publicized pledge to prevent any State Income or Sales Tax.
