Sole to gunwale deck (I don't know what the correct term is for this dimension; if it is "freeboard", then the dimension above must correctly be called something else.) is about 19" at the splashwell and about 20" at the console.
And yeah, freeboard is the distance between the waterline when the boat is afloat and the gunwales...thus freeboard often changes as one goes forward or aft, but bulwarks height generally remains the same, following/paralleling the curve of the deck...I think.
