It is important to note that the work of freedesktop.org is to ensure that applications and infrastructure can be shared between projects, and to enable this sharing in a way that end users do not know or care what environment these applications may be "native" to.
The Freedesktop.org X server and the XFree86 X server along with all base protocol libraries are MIT licensed, Commercial vendors of X technology may have additional restrictive licenses placed on their implementations as allowed by the MIT license.
Freedesktop.org was in fact founded originally to foster the discussions between the Gnome and KDE desktop projects to extend the ICCCM in ways required for more modern environments.

There is a responsibility on all of us working under FreeDesktop.org to reach to others who could be affected by our work, to take note of their requirements, to acknowledge their concerns and then to work together really hard to address all that and make things work for everyone.
Any initiative in FreeDesktop.org aimed to create a formal defintion of a base platform should be very, very careful to limit itself to technology and standards that are truly established and widely adopted and stay far away from any controversy.

For the clients, utilities, X server, and other bits, we have not yet made a 100% solid decision, however a couple of alternatives are being explored.

 Freedesktop.org vs. the KDE platform www.kdedevelopers.org
While I see reasons why freedesktop.org is necessary (integrations with platforms like Wine and Java, legacy apps and everything else that is not available for KDE yet), a free desktop is not the ultimate goal for me. A free, well-integrated, high-level platform is the goal.
As long as both projects adhere to agreed upon standards, via forums like freedesktop.org, every other similarity should cease there.
The short summary is that Gnome and KDE are just two flavours of the free desktop(.org) that are technically too different to be merged, but work toward a common higher goal and should thus share as much components and standards as possible.

I tried getting the "latest" from freedesktop.org but when I click the link to download it, I get a "file not found." I tried manually ftp-ing to that site and the same thing.

But since I got back from Australia, I've felt at least somewhat reinvigorated - been hacking around with freedesktop.org stuff, especially jhbuild.
It's mostly fairly innocuous stuff, but the sense of achievement from actually finishing things and being able to send patches is quite rewarding.
