The version of the law "On freedom of religious worship" is actually a new law, allowing the possibility of restricting religious rights, especially during the registration process, and particularly the introduction of a division of religious organizations into local and foreign (the latter are denied legal status), and new grounds for dissolution.
Concerning non-traditional religious organizations, the present situation already manifests violations of current legislation by current administrations, the restriction of activities; the proposed bill is discriminatory and contradicts the Constitution and legislation.
The new items are: compulsory family breakup, inciting suicide or the refusal of medical treatment because of religious motives, and the inflicting of moral damage or physical harm to citizens (as evaluated according to law), including the use of drugs, hypnosis, and engaging in lascivious or criminal acts in connection with religious activities.

Christian Bible Study - Religious Freedom and Interfaith Cooperation   (Site not responding. Last check: )
For Americans, religious freedom is symbolized by the phrase "separation of church and state." This phrase is not part of the constitution of the United States, and thus is not strictly a legal principle.
In the United States religious freedom is defined by the First Amendment of the constitution, which proscribes "the establishment of religion" by the federal government and ensures "the free exercise of religion" for all the citizens of the republic.
Those who emphasize religious freedom are concerned with protecting their absolute right of conscience, whereas those who promote interfaith cooperation are attempting to foster a relative understanding of religion and also appreciation of the different beliefs and practices of religious traditions.

 DECLARATION ON RELIGIOUS FREEDOM
Religious communities also have the right not to be hindered in their public teaching and witness to their faith, whether by the spoken or by the written word.
Religious freedom therefore ought to have this further purpose and aim, namely, that men may come to act with greater responsibility in fulfilling their duties in community life.
In turn, where the principle of religious freedom is not only proclaimed in words or simply incorporated in law but also given sincere and practical application, there the Church succeeds in achieving a stable situation of right as well as of fact and the independence which is necessary for the fulfillment of her divine mission.

 firstamendmentcenter.org: Religious Liberty - Overview
This pattern of granting freedom to all private religions while patronizing a common Christian religion worked well enough for the religiously homogeneous times and towns of the early republic — particularly when the frontier provided a place for religious minorities to escape and start their lives anew.
Regulation of other religious exercises by individuals or groups was permissible as long as it was done by general and non-discriminatory legislation that served an important or significant government interest.
Religious groups could be subject only to general and non-discretionary time, place and manner regulations of the public square that applied equally to all religious or non-religious groups.

Further, the freedom of a denomination to manage religious affairs did not include the right to manage religious affairs did not include the right to mismanage them, as for example, by excessive expenditure on rituals and ceremonies which would result in the destruction of the religious foundation itself.
Secondly a follower cannot be excommunicated for denouncing the licentious conduct of the head of a religious denomination vis-à-vis his followers, for religious freedom is subject to "morality".

Rather, we are concerned not with all forms of persecution of religious people but with persecution where the focus or the grounds are themselves religious-where a person's religion is a component of the persecution or discrimination they suffer.
We could demarcate religious persecution by asking whether some or all of the oppression and discrimination that people suffer would occur if they or their oppressors were of a different religion.
One of the principal reasons religious freedom and religious persecution have been neglected is that religion itself has been comparatively neglected as a factor in human affairs.
