Since the Compact of Free Association was implemented in 1986 with the FSM and the RMI, some 10% to 15% of their populations have migrated to the unincorporated U.S. Territory of Guam, the U.S. Commonwealth of the Northern Mariana Islands, Hawaii, and the U.S. mainland.
As the Compacts of Free Association allowed the free movement of FAS countries’ citizens to the U.S. and its territories, thousands availed themselves of that right and migrated to the U.S. Commonwealth of the Mariana Islands, the U.S. Territory of Guam, Hawaii, and states on the U.S. mainland.
In addition, oversight by federal-government bureaucrats remains under free association, and the economic future of the FAS is dependent on the volatility of the stock market and on the abilities of a fund manager under U.S. government control.

The Compact of Free Association between the United States and the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI) went into effect in late 1986, and with the Republic of Palau (ROP) in late 1994.
When the Compacts of Free Association were implemented, these people suddenly became “legal” and, because their immigration status had been regularized, they no longer had to accept low-wage jobs from employers willing to risk legal sanctions and hire illegal aliens.
The average household size of the 979 post-Compact Freely Associated States households was 6.7 persons B 6.8 for the FSM households, 5.6 for the Marshall Islanders, and 3.9 for the Palauan households.

An associated state is the minor partner of a formal, free relationship between a political territory with a degree of statehood and a (usually larger) nation, for which no other specific term, such as protectorate, is adopted.
The Federated States of Micronesia (since 1986), Palau (since 1994), and the Marshall Islands (since 1986) are associated with the United States under what is known as the Compact of Free Association, giving the states international sovereignty and ultimate control over their territory.
As sovereign states, these islands have full right to conduct their own foreign relations, while the Commonwealth of Puerto Rico is a territorial status subject to United States congressional authority under the Constitution's Territory Clause, “to dispose of and make all needful Rules and Regulations respecting the Territory… belonging to the United States.” [1].

 Letter Regarding IDEA Funding for the Freely Associated States
The undersigned organizations, representing millions of education and support service personnel and parents of individuals with disabilities, urge Congress to continue to include funding for the Freely Associated States (FAS) of Micronesia, the Republic of Palau and the Marshall Islands in H.R. 1350, the reauthorization of the Individuals with Disabilities Education Act (IDEA).
These three republics, with a long history of economic and strategic ties to the United States were included in the definition of outlying areas under IDEA up until 1997.
We urge you to include the three FAS entities, the Federated States of Micronesia and the Republics of the Marshall Islands and Palau in the definition of Outlying Area in Section 602(19).

 Migration and the Freely Associated States
Upon the implementation of the Compacts of Free Association, citizens of the three new nations (Palau, Marshalls and FSM) were free to live and work in the US and its territories including the Northern Marianas.
Life at this time for a normal run-of-the-mill Micronesian from FSM in the the United States is practically very doubtful on a long term basis due to economic hardships faced and sometimes downright condescending discrimination(possibly very rare cases, but probable).
One of the major projects is the impact of the Micronesian migration resulting from the implementation of the Compacts of Free Association.
