The East Los Angeles Interchange complex is one of the busiest freeway interchanges in the United States, if not the world.
Further complication is added by the varying designs of each intersecting freeway and their related transition roads.
Thus, traffic congestion is exacerbated as vehicles on the newer freeways moving at high rates of speed 'transition' to the older freeways and encounter slower moving vehicles, or vice versa.

ODOT is supervising the south interchange project, aimed at correcting what is widely considered the region's worst traffic bottleneck at Interstate 5 and Barnett Road.
A team of ODOT engineers has endorsed an interchange option that would require connecting Garfield Street west of the freeway to Highland Drive on the east, essentially creating a new interchange about a half-mile south of its current location.

The Mission Freeway was originally intended as a traffic alternative for US 101 between the Southern (then US 101, later CA 82) and Central Freeways, instead of taking the Bayshore.
The two ramps heading westward off I-280 and San Jose Avenue may have been the first step towards a Crosstown Freeway, but this is unconfirmed and there is no further evidence of the Crosstown's existance.
