French States-General - Wikipedia, the free encyclopedia
In France under the Ancien Régime, the States-General or Estates-General (in French: États-Généraux), was an assembly of the different classes (or estates) of French subjects.
In France, extending royal power led in 1302 to a general assembly consisting of the chief lords, both lay and ecclesiastical, and the representatives of the principal privileged towns, which were like distinct lordships.
The States had become an entirely elective assembly, and at the elections (at each step of the election if there were several) the electors drew up a cahier des doléances (statement of grievances) which they requested the deputies to present; this even appeared to be the most important feature of an election.

In France of the ancien régime and the age of the French Revolution, the term Third Estate (tiers état) indicated the generality of people which were not part of the clergy (the First Estate) nor of the nobility (the Second Estate).
The French inheritance system of primogeniture meant that nearly all French fortunes would pass largely in a single line, through the eldest son.

 The States General
The States General was sought to be revived to deal with a major crisis in France’s history, but for all intents and purposes it was a dead institution.
The States General was an old feudal institution which represented the three estates of the realm- the clergy, the nobility and the commoners.
A thoroughly feudal institution it was called upon to deal with a country which was tired of feudalism, and which had been exposed to radical new ideas through the Enlightenment and the American War of Independence.

General Erskine reported that a permanent solution of the Indochina crisis went beyond military action alone, the core of the problem being a deep-seated hatred and distrust of the French by the population that precluded their cooperation in the prosecution of the war.
The allocation of United States military assistance as between the French and the national armies of Indochina should be approved by the French and United States authorities in Indochina.
