  Quotes - Robert Surcouf
Surcouf was born in December 1773 in Saint-Malo, a fortified town in Britanny, traditionally a corsaire stronghold.
Surcouf was made a second officer of the frigate Cybèle, which, with another frigate and a brig, and with less than half their firepower, engaged and repelled the attackers.
Surcouf, however, refused, for two reasons: first, he would not have been allowed to operate as independently as he desired, and second, he believed that the war against England should be waged with economic means (i.e.

 French submarine Surcouf
During the first years of World War II, Surcouf was a French submarine ordered to be built in December 1927, launched 18 October 1929, and commissioned May 1934.
Surcouf was designed as an "underwater cruiser," intended to seek and engage in surface combat.
It is documented, however, that in that month, the Free French decided to send Surcouf to the Pacific theater of war, and she put in to Bermuda for resupply.

Frigate division of the French Navy in Emile Bertin harbour
French naval authorities were divided on their response: Amiral Ranks in the French Army, the commander of the Forces de Haute Mer (the High Seas Fleet) advocated sailing to attack the Allied invasion fleet while others, such as the Vichy Secretary of the Navy, submarine-launched ballistic missile favoured joining the Allies.
The orders to French commanders to scuttle their ships in case of an attempted take-over had been reinforced, however, and, often despite the presence of German troops, this was done, in the List of Naval Ministers of France.

frigate: Definition and Much More from Answers.com
The term "frigate" was used in the seventeenth century, initially to describe a type of small, long, warship with small armament and a large crew used by Dunkirk for short-range raiding in the channel.
The term "frigate" passed out of use in the mid-19th century and was readopted during World War II by the British Royal Navy to describe a new type of anti-submarine escort vessel that was larger than a corvette, but smaller than a destroyer.
The frigate was introduced to remedy some of the shortcomings inherent in the corvette design, namely limited armament, a hull form not suited to open ocean work, a single shaft which limited speed and manouverability, and a lack of range.

Early frigates were armed with 9-pounder (4 kg) guns, development soon led to 12- and 18-pounder (5 and 8 kg) armed frigates, and at the turn of the century the biggest ones even carried 24 pounder (11 kg) main batteries.
The term "frigate" would lie mostly unused until after the Second World War, when it would be reappropriated to describe ships that during that war had been called destroyer escorts.

french stratege doggtag : exemple French Surcouf 8/20/2005 5:45:33 PM I agree completely. You don't need to go deep as a pure sub so the pressured hull would be lighter and use maybe less costly steel allowing the submersible to go to 150 meter depth only vs 600 for better SSN.
In preWW2 French has design a submersible cruiser, the 3500 tons Surcouf with 2 203 mm guns turret and a flying boat for reco and bombing.I could imagine a 5000 tons SSK with 150 m max depth, 11 knts submerged with AIP, 18 knts with electric and 28 knts in surface.
A one-on-one between an ASW frigate with short-ranged ASW torps (have to figure in the detection range being minimal) and a submersible armed with long-range ASMs and torps is awfully risky for one frigate, especially if the sub-ship goes on the aggressive.
