However, French politics have some tendencies of being a two-party system, where power alternates between relatively stable coalitions, each being led by a major party: on the left, the French Socialist Party, on the right, the UMP and its predecessors.
For each level: presidential, legislative (National Assembly), senatorial, regional, "general" (for département governments) or municipal (for city governments, communes), the election is held on the same day throughout the country, though partial elections held only in a small number of consistuencies can be held in certain circumstances.
However, the elections for the president of the Republic and the parliament are overseen by the Constitutional Council, which has at its disposal, for the duration of the election, extra personnel (including judges from courts of first instance) to perform necessary checks.

Under the French electoral system, legislative candidates who receive less than 50 percent of the vote and more than 12.5 percent of the total number of registered voters in a given district (which, in yesterday’s voting, meant approximately 20 percent of the actual vote) can enter the second, deciding round.
After Le Pen’s breakthrough in the first round of the presidential election in April, when he received 16 percent of the vote, it was predicted that his party would achieve a substantial result in the first round of the parliamentary vote, with perhaps 200 of its candidates proceeding to the second.
In the first round of the legislative election in 1997, the “far left” won 2.6 percent of the total.

Presidential and legislative elections held over a period of nearly 6 months in two rounds per election were determined "not to contradict the will of the people" by independent observers, despite obvious flaws like insufficient numbers of ballots at certain polling stations and confusion over their locations.
Most foreign observers based in the country concluded that elections were reasonably free and fair and did not thwart the will of the people, although they were flawed and remained incomplete at year's end due to an ongoing armed insurgency in the Pool region.
During the election campaign, certain candidates were accused of intimidation, incitement to violence, and cheating; such candidates were disqualified from participation in the election.
