The frenulum (in Latin “little bowstring”) is the small bridge of skin lying from the underside of the tip of the penis to the underside of the foreskin.
While normally this piece of skin is reasonably long and elastic, in a substantial minority of men it is either too short from the beginning or else develops scarring which makes it prone to tearing and splitting particularly during intercourse.

The piece stems from the tip of the penis (where the piss comes out...dont know what else to call it) and travels to the underside of my penis (sticks out just as the glans ends), where there is a protruding line (sticks out from the rest of the penis) of skin/scab/stitch formation.
Since the frenulum goes between the penis head and the foreskin, it has to be cut to remove the foreskin, and its being too short should no longer be a problem.
As much as it's a matter of spoilt milk, a tight frenulum could have been relieved with cutting just it (if we're talking about surgeries), and a foreskin that can go back except during erection is not whatsoever an indication for a required circumcision -- bit instead could have been solved by other means.
