The time from plasma formation until initial plasma loss was increased from less than one second initially to several minutes after lowering the base pressure and reducing the resistive growth of the m=1 diocotron mode.
The measured mode frequencies agree with theory predictions at the 10% level, and the initial damping rates agree within a factor of 2 to 5 with the predictions of a code which calculates (linear) ``spatial Landau damping'' [1] from the measured n_0 (r).
Theory predicts that the plasma density increases linearly with the mirror ratio, so that the plasma is denser in the high magnetic field region, and that separate plasma populations are trapped in both the high and the low field regions.
