Boing Boing: All-smoking airline to take off soon (in puff of smoke)
All airlines add fresh outside air to the conditioning system (about 50% of what you breathe in an airliner is fresh outside air).
This is very different from saying that the air in the plane is 50% fresh air.
Boeing has a very well-researched paper available as a pdf (Link) that mentions that in planes 20 cubic feet per minute (cfm) of air per passenger is provided, of which half is filtered recirculated air and half is outside air, thus providing 10cfm per person of fresh air.

Nonetheless, the FAA is continuing to fund research at universities on cabin air pollutants, filters and other subjects.
Higher air pressure pushing against the inside walls of the metal fuselage would increase wear and tear on the plane and hasten metal fatigue, which leads to costly repairs for airlines.

Declaring that it was "seeking to improve the comfort of airline passengers," an ASHRAE panel has proposed reducing the aircraft ventilation standard to 5 cfm per minute, or one-third the fresh air ventilation for office buildings.
His thought: instead of blowing air down on passengers and across the seats to the exhaust ducts on the floor at cabin wall, the ventilation pattern should be reversed.

On the other hand and particularly in air chutes or sluiceways, the lamp serves to re-freshen the culture of microbial ‘snipets’ that are a food chain for a greater airborne cellular life family, density and mutation.
As the air supply continues to pass through the filter, building air is continually exposed as microorganisms are surviving while fed on the very instrument that is meant to cleanse the air.

Outside air is compressed by the turbine engines and a portion — bleed air — is diverted via the pneumatic system to air-cycle machines (packs), which cool the air.
In one 1987–1994 investigation of the microbiological composition of cabin air on 45 flights, the researchers said, “Because the high compressor temperatures effectively kill any living organism in the intake air, the air supply is virtually sterile as it enters the cabin air-distribution system.
In a recirculating system, a small portion of the exhaust air is discharged to the outside and is replaced with fresh outside air, which mixes with the portion of exhaust air that was not discharged to the outside.
